NOTICE INVITING BIDS (NIB)

NOTICE IS HEREBY GIVEN that the South Pasadena Unified School District (“District”) is seeking sealed bids from qualified contractors for work on the following public-works construction project to be completed on a multiple-prime contractor basis, as described in more detail in the other Bid Documents (“Project”):

REQUIRED BID SECURITY: Each bid must be submitted with bid security as described in the Instructions For Bidders.

CONTRACTOR LICENSE: The class or classes of California contractor licenses required to bid on and perform the work are indicated in the scope of work table above.

PRE-BID CONFERENCE: The District will conduct a non-mandatory pre-bid conference and site visit at 3:30 p.m. on April 25, 2017. The conference initially will commence in front of Administration Building at Marengo Elementary School – 1400 Marengo Ave., South Pasadena, CA 91030. Although the pre-bid conference and site visit is not mandatory, prospective bidders are encouraged to attend.

AWARD OF CONTRACT: The award of the Contract will be based on the following method of determining the lowest and responsible bid: Base Bid plus Alternates.

SURETY BONDS: As described in the General Provisions, the successful bidder must provide a Performance Bond and a separate Payment Bond, each in an amount equal to 100% of the total Contract Price, and each issued by a California-admitted surety as defined in Code of Civil Procedure Section 995.120.

LABOR LAW: The Project is a “public work” project that is subject, among other provisions, to Labor Code Sections 1720 through 1861, inclusive.  As described in the Instructions For Bidders, each contractor (including subcontractors) must be registered with the California Department of Industrial Relations (“DIR”) in accordance with Labor Code Section 1725.5, and bidders must provide evidence of registration for themselves and their subcontractors.  Each worker on the Project must be paid not less than the applicable prevailing rates of per-diem wages in the locality in which the Work is to be performed for each craft or type of worker needed to execute the Contract (“Prevailing Wages”).  A copy of the applicable rates of Prevailing Wages is on file and available for review at the Place for Submitting Bids, and a copy will be posted at the Project Site.  The Project is subject to compliance monitoring and enforcement by the DIR.  The successful bidder will be required to post all job-site notices required by DIR regulations and other applicable law.  If so specified in the Special Provisions, the District will conduct a mandatory conference for the purpose of describing labor-law requirements.

RETENTION: Substitution of securities in lieu of retention, pursuant to Public Contract Code Section 22300, will be permitted as provided in the General Provisions.

DEFINED TERMS:  Capitalized terms used, but not defined, in this Notice Inviting Bids shall have the meanings ascribed to such terms in other of the Bid Documents.

Bids will not be accepted if a Trade Contractor has not been prequalified where prequalification is required.  Prequalification documents are available from the South Pasadena Unified School District Website at http://spusd.net/cms/page_view?d=x&piid=&vpid=1489053990202, and at 1020 El Centro Street, South Pasadena, California 91030, (626) 441-5810 ext. 1167.  Prequalification documents must be submitted by April 26, 2017 but not less than five days prior to bid opening date.  Trade Contractors will be notified by telephone, fax or by mail of their prequalification rating within a reasonable period of time after submission of their prequalification documents, but not less than five business days prior to the bid opening date.

If this Project includes work that will be performed by General Contractor, mechanical, electrical or plumbing (“MEP”) subcontractors (contractors that holds B, C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38,  C-42, C-43 or C-46 licenses), such MEP subcontractors must also be prequalified.  A list of prequalified MEP subcontractors will be made available by the District to all bidders at least five business days prior to the bid opening date.  It is the responsibility of the bidder to ensure that all MEP subcontractors holding any of the licenses listed above are properly prequalified before submitting a bid.  This prequalification requirement applies even if the subcontractor will perform, or is designated to perform, work that does not require one of the licenses listed above, but the subcontractor holds one of the licenses listed above.
