California’s State Education Budget, the LCFF and the LCAP

How Does It All Affect South Pasadena Unified School District?

Stakeholder Input Is Key to Accountability and Planning

SOUTH PASADENA, Calif. (March 3, 2016) – In January 2016, California Governor Jerry Brown released his state budget proposal for the 2016-2017 fiscal year beginning this July.  While the education sector overall could potentially see an increase in funding, school districts like South Pasadena Unified (SPUSD) are poised to receive only a certain proportion of these funds based upon the demographics of the District.  Districts with higher proportions of foster youth, low-income families, and English Language Learners, for example, will receive significantly more dollars per student than districts with fewer students in those demographics. Regardless, before the final state budget approval in June, SPUSD will be thoughtful and deliberate in review of the budget and services available to all students.

     In 2013, Governor Brown approved Local Control Funding Formula (LCFF) legislation as a statewide approach designed to improve student outcomes.  The LCFF seeks to shift funding decision-making to the Local Educational Agencies (LEAs) by giving them greater flexibility in determining how funds are spent to meet LEA goals.  However, California sill ranks at the bottom of public school funding when compared to states across the nation causing many high-performing districts, like South Pasadena, to rely on revenue generated through local sources.

     Under the LCFF legislation, California developed eight priorities for districts to follow over a three-year period, which are identified in each district’s Local Control Accountability Plan (LCAP).  Each district is responsible for developing and implementing activities to meet the outlined priorities.  The LCAP is updated annually prior to July 1 according to state requirements and requires parent, community, and educator input to the plan.

     South Pasadena Unified School District (SPUSD) is seeking input from parents, community members, students, and educators through an online survey in order to gather data about the impact our services and programs are having on students.  To access the LCAP Stakeholder Survey, please visit https://www.surveymonkey.com/r/C89XYM8 and complete the survey by March 15, 2016.  Data collected will be used by focus groups and administrators to update the LCAP in time for the next fiscal year.  Around that same time, District administrators will have a greater understanding of the state funding allocations that will be provided through the Governor’s 2016-2017 budget.  The allocation is expected to be lower than neighboring districts, requiring a continued emphasis on local funding sources, including parcel taxes, bond measures and contributions to our non-profit educational foundation, SPEF, Booster Clubs and PTAs.
